Tokyu Fudosan Holdings (HD) will Enter the Foreign Talent Recruitment Business in August, Primarily for Building Cleaning and Hotel Customer Service Positions

Tokyu Fudosan plans to establish a new company and will introduce a total of 2,000 talents, mainly from Asia, into group companies and other organizations by fiscal 2030. Although a series of redevelopments has led to an increase in high-rise buildings, recruitment remains challenging due to a declining birthrate and aging population. The company will run its own recruitment business to secure labor and expand its business scope.
The new company, "Global Gateway Japan," was established by Tokyu Building Maintenance (Setagaya, Tokyo), a subsidiary of the company that provides building cleaning services. The company's capital, including capital reserves, will total 200 million yen.
The talent to be introduced will be those with "Specified Skilled Worker" status of residence, with the initial focus on building cleaning and customer service staff at hotels and restaurants. The highly specialized "Engineer/Specialist in Humanities/International Services (Technical Personnel Country)" residence status will secure personnel for mechanical engineers and hotel front desk staff. In the future, the program will expand to include fields such as agriculture.
In the first year, Tokyu Building Maintenance will hire 50 people through the new company. By fiscal 2030, the program aims to accept approximately 1,000 people in total, increasing the share of foreign talent from the current 5% to about 40%.
Starting April 2026, the program will also bring in foreign talent to companies outside the group. The aim is to increase the total number of people introduced, both inside and outside the company, to 2,000 by fiscal 2030.
Support will also be offered for securing housing and navigating official procedures. Before entry, trainees will receive Japanese language and daily etiquette training through local sending agencies and schools, and scholarships will be awarded based on their academic performance.
